<br />A -7 <br /> <br />Buildable Lands Inventory Acreage Impact Analysis <br />GIS Analysis Methodology <br /> <br />I. Created a shapefile (propstat,A.shp) of the protected area ("protected area file") by buffering <br />features proposed for protection using the proposed setback distances. Buffers were measured from <br />stream centerline for the sm.allest waterways, from wetland boundaries~ and from edge of the water <br />feature on streams and rivers where the edge of water could be identified from 2004 color <br />orthophotography. <br /> <br />2. Intersected the protected area file with the Metro Parcel file, which excluded all non-tax lotted areas. <br />New shapefile called ''parcel-protect_intrsct.shp.'' <br /> <br />3. Intersected "parcel-protect_intrsct.shp" with the Eugene zoning layer to create a new shapefile <br />called "prot""parcel-zone _ intrsct.shp." <br /> <br />4. Edited "prot-parcel-zone_intrsct.shp" to add field "zone type." <br /> <br />5. Created a new shapefile "res.yrot_areas.shp" by selecting the residentially zoned parcels fTOm <br />''protparcel-zone _ intrsct.shp." <br /> <br />6. Created a new shape file "unbuild Jes-prot _ intrsctshp" by intersecting the shapefile <br />"res....ProCareas.shp" with the shapefile supplied by LCOG from the 1999 Residential Lands Study <br />analysis ("unbuildab Ie_res. shp "). <br /> <br />7. Created a new shapefile "prot-parcel-zone_mfnus_unbuildJe.shp" by erasing the footprint of <br />residential areas from the residential portions of "prot""parcel-zone _intrsct.shp'; using "unbuild Jes~ <br />prot_Jntrsct.shp." This shapefile was used to generate the acreage breakdown by zoning for the <br />buildable protected areas. <br /> <br />8. Created a new shapefile "prot-parcel-zone_minus_unbuild_AG.shp" by selecting only the AG <br />zoned parcels from "protyarcel-zone_minus_unbuHdJe.shp." <br /> <br />9. The shapefile "prot....Parcel-zone_minus_unbuild_AG.shp" was intersected with the Metro Plan <br />designation file to create a new shape file called "protyarcel-zone_min-UB_MPD.shp." <br /> <br />10. The shape file "prot-parcel-zone_min-UB_MPD.shp" was queried for those parcels that were <br />designated for low-, medium- or high density residential use. Data from this shapefile was used to <br />determine how many of the acres zoned AG (shown in "prot-parcel~zolle_minus_unbuildJe.shp") <br />were designated for residential use. <br /> <br />11. reated a new shapefile "plrezone join.shp" by intersecting the protected areas shape file (props tat <br />A.shp) with a selection of the Metro parcel file that contained only tax lots rezoned to PL since 1992. <br /> <br />12. Created a new shapefile "pi-rezone yarcel-join.shp" by taking a list of tax lots rezoned to PL since <br />1992, and joining them to the Metro parcel file. This shape file was used to cross check the r~sults in <br />step 11. <br />
