The remaining land shown on the protected areas shapefile, after the areas considered <br />unbuildable as described in step 2 were removed, were separated into residential. commercial <br />and industrial land use categories based upon current zoning. , <br />4. Parcels zoned Agricultural on the protected areas shapefile were cross-checked against their <br />Metro Plan designation. Those acres that were zoned Agricultural and designated residential <br />were treated as if they were zoned Residential (71 acres). There were less than 0.2 acres <br />designated for commercial. and no acres designated for industrial use. The remainder of the <br />acres zoned Agricultural were designated for parks and open space use (31 acres). <br />5. Parcels zoned PL Public Land on the protected areas shapefile were cross-checked against <br />rezoning applications processed since 1992, to determine how many of these acres were <br />residentially zoned prior to being rezoned to Public Land. Tbis analysis showed that, while <br />some of these acr~s had been zoned residential, they were within the Delta Ponds area and <br />within Alton Baker Park, and therefore were treated as non-buildable for the purposes of this <br />analysis. <br />6. Parcels zoned as special districts were evaluated to determine what land uses are allowed <br />within the applied special district zoning in the areas on the protected areas shapefile.Two <br />special districts were affected: S-CN Chase Node and S-RP Riverfront Park. <br />a. In the Chase Node area, there were a total of 8.4 acres on the protected areas shapefile. <br />Of these acres. 7.9 acres were designated for Parks and Open Space, and 0.5 acre for <br />High Density Residential. For the buildable lands inventory impact acreage analysis, <br />the HDR area was treated as if it were zoned for HDR. <br />b. The Riverfront Park special area zone does not designate subareas with specific land <br />uses as the Chase Node special area zone does <br />c. . AlthOligh the area is designated "University Research" on the Metro Plan diagram, the <br />Industrial 'Lands Study included the Riverfront Research Park site in its inventory of <br />industrial sites. Therefore, the impact to buildable acres in this area was calculated. <br />The 49 acres in the S.RP Riverfront Park zone that appear on the protected areas <br />sbapefile include 27.7 acres within the WillameUe River itself. Removing those acres <br />leaves 13.9 acres within tbe protected areas sbapefiIe that are zoned S-RP. Of these <br />acres, approximately 4.1 acres are taken up by the existing 35 foot setback from the top <br />. of bank of the Willamette River. Another 0.3 acres are within the 15 foot setback from <br />the Mill Race. This leaves 9.5 acres zoned S-RP that could be developed with an <br />industrial use. These 9.5 acres were treated as a subtraction from the special light <br />industrial category, since the uses in the S-RP area most closely matcb the uses allowed <br />in special light industrial (now called campus industrial). <br />7. The acreage of the areas remaining in the protected areas shapefile, in each land use category, <br />were subtracted from the calculated supplies of commercial, industrial and residential land. <br />
