<br />Potential Site and Utility Issues for Hospital Siting <br />November 21,2005 <br /> <br />The following information is a summary of some of the site issues and utility issues for <br />property located on the west side of Delta Highway, on tax lots 304, 305, and 306 of <br />Assessor's Map 17-03-07-00, also known as River Ridge Golf Course, owned by River <br />Ridge LLC and Eric and Deborah Jeffries. The information below is only applicable to <br />those portions of the property with the current Urban Growth Boundary. <br /> <br />Floodplain - The two parcels north of Ayres Road are outside of the tOO-year <br />floodplain. The floodplain boundary generally follows the Urban Growth Boundary. <br />The parcel south of Ayres Road is within the l00-year floodplain. Any development on <br />this parcel would require the elevation of the first finished floor of any structures to be <br />one foot above the loo...year floodplain. <br /> <br />Street Improvements - The local transportation improvements to serve the proposed <br />hospital include the extension of Delta Highway as a three-lane facility north of Ayres <br />Road the full length of the parce4 approximately 1,700 feet. In addition, a traffic signal <br />would likely be warranted at the intersection of Delta Highway and Ayres Road. The <br />estimated cost of the improvements is $2.6 million and includes design, construction and <br />right of way. <br /> <br />Stormwater - The parcels north of Ayres Road can drain to the south to Dodson Slough <br />which flows westerly across the parcel south of Ayres Road. It is anticipated that tbe <br />City will have stormwater quality development standards codified by June 2006. The <br />standards will require stormwater quality facilities for all new development. <br /> <br />Wastewater - All of the parcels can be served by tbe extension of an existing to-inch <br />wastewater line approximately 800 feet from the intersection ofMeadowview Drive and <br />Waterbrook Drive. The estimated cost of the extension is $115,000. An easement across <br />The Nines golf course would be required with the extension of a wastewater pipeline. <br /> <br />Water - The Eugene Water Electric Board (EWEB) is the water provider within the City <br />of Eugene. There is a 12-inch ductile iron water main that extends to tbe intersection of <br />Ayres Road and Delta Highway. Although tbe capacity of this water main has not been <br />analyzed and field tested, it should be capable of meeting a minimum of 3500 gallons per <br />minute at 20 pounds per square inch, whicb is the typical fire flow required for an <br />industrial type complex. Water mains would need to be extended north along Delta <br />. Highway, to and through the proposed hospital site. <br /> <br />Electric - The EWEB is the electric providecwithin the City of Eugene. There is no <br />extra electric feeder capacity at the intersection of Delta Highway and Ayres Road. A <br />new feeder will likely needto be installed from the Cal Young Substation. There is <br />capacity at the Cal Young Substation, including an extra feeder position. A new feeder <br />can serve up to 5MV A ofload, which should be sufficient for the proposed hospital. <br />
