Additional criteria may also be required depending on the ap- <br />p1 i cabi 1 i ty of other sections of this code . <br />~a~ The location, size, design, and operating <br />characteristics of the proposed development wi l1 be made reasonably <br />compatible with and have minimal impact on the l i vabi 1 i ty or <br />appropriate development of abutting properties and the surrounding <br />neighborhood, with cansi derati an given to harmony, scale, bulk, <br />coverage, and density; to availability of pub1 is facilities and <br />uti 1 i ti es , including transi t ~ rel aced foci 1 i ti es ; to traffi c <br />generation and the capacity and safety of surrounding streets and <br />al 1 eys ; to the adequate provision of public pedestrian and bi cycl e <br />connections to and from nearby and adjacent residential areas , <br />transit stops , nei ghbarhoad activity centers , commerci a 1 areas , and <br />office and industrial parks . At a mi ni mum, "nearby" i s interpreted <br />to mean uses within 114 mi 1 e which can reasonably be expected to be <br />used by pedestrians , and uses within one to two mi 1 es which can <br />reasonably be expected to be used by bicyclists; and to other <br />ref ati ve impacts of the development . <br />Secti ons z through v~ of the Eugene Local Street Plan, which <br />are attached as Exhi bi t A hereto and incorporated herei n by reference, are hereby <br />adopted as the findings and conclusions supporting the revisions to the Eugene <br />Code, 1971 provided for herein, <br />~r ~~ on 27 .
