The phasing shal 1 progress i n a <br />sequence that promotes street connectivity between the various <br />phases of the development . The planning director's decision shal 1 <br />be based on the fall owi ng criteria <br />1. The plat i s i n substantial conformity with the <br />provisions of the tentative plan for the subdivision as <br />approved, except for minor modifications which the applicant <br />has made to the tentative plan which are consistent with city <br />engineer approval of public improvements , and requirements for <br />street connectivity, and do not i nvol ve a ma jar adjustment <br />~ reconfi gurati on of the street system} which would require <br />modification of tentative approval or resubmi tta1 of the <br />tentative plan , <br />Section 14.
