landscaping done. Mr. Lankston explained that this cost was related to the removal of the <br />trees that were growing on the right-of way. Mr. Lankston agreed that the sidewalk and <br />wall construction were expensive. This relatively high cost was the result of the project <br />involving several sidewalks in different parts of town, and that the property owners had <br />been warned about that before the project was initiated. Mr. Smith stated that he did not <br />understand why there had been no further contact once the project was started. Mr. <br />Lankston explained that once the property owner had chosen to not make the <br />improvement and the city had initiated the work, there was no need for further discussion <br />because all of the decisions had been engineering decisions related to the need to have a <br />sidewalk constructed that conformed to the building standards that the City was required <br />to follow. <br />After Mr. Smith renewed his objection to the cost of the wall, and the reasoning <br />that led to decision that the wall was necessary, the hearing concluded at 6:40. <br />Minutes -LID Final Assessment Hearing November 13,1996 Page 3 <br />
