<br />JOINT RESOLUTION <br />of the <br />CITY COUNCIL OF THE CITY OF EUGENE NO. 4654 <br />and <br />THE URBAN RENEWAL AGENCY OF THE CITY OF EUGENE NO. 1009 <br /> <br />IN SUPPORT OF SELECTING A EUGENE SITE <br />FOR A NEW U.S. FEDERAL COURTHOUSE <br /> <br />The City Council of the City of Eugene, and the U rbaD Renewal Agency of the City <br />of Eugene jointly find as follows: <br /> <br />A. The Federal General Services Administration (GSA) is evaluating five sites in the <br />Eugene-Springfield metropolitan area for the construction of a new US. Federal Courthouse. <br /> <br />B. Three ofthe five sites are located in Eugene and all are located in the city's existing <br />Urban Renewal District. <br /> <br />C. The western-most portion of this Urban Renewal District is known as the "Downtown <br />Riverfront District." <br /> <br />D. The City Council and the Urban Rewenal Agency have begun the process of <br />revitalizing the Downtown Riverfront District by: establishing the Greater Downtown Visioning <br />Committee; by planning for the use of Urban Renewal dollars to support implementation of the <br />vision; and by allocating dollars for Phase 2 of the visioning effort. <br /> <br />E. The Eugene City Council supports the location of the new U.S. Federal Courthouse in <br />Eugene and in the Downtown Riverfront District. <br /> <br />F. The Eugene City Council and the Urban Renewal Agency of the City of Eugene have <br />authorized its City Manager/Director to negotiate the possible purchase of the former Agripac <br />Cannery site now owned by Chiquita Processed Foods and to commence condemnation <br />proceedings, if necessary, to acquire this land, subject to final approval of the Council/Agency. <br /> <br />G. It is the intention of the Eugene City Council and the Urban Renewal Agency of the <br />City of Eugene to allow the GSA to purchase a portion of this site as a location for a new US. <br />Federal Courthouse (Site 2 in GSA's draft environmental impact statement) and to sell the <br />remaining land as part of a District redevelopment effort. <br /> <br />I. The Eugene City Council wishes to assure the GSA that a new US. Federal <br />Courthouse in Eugene will become an integral part of a quality downtown neighborhood. <br /> <br />1 <br />
