<br />NOW, THEREFORE, BE IT JOINTLY RESOLVED by the City Council of the <br />City of Eugene, a municipal Corporation of the State of Oregon, and the Urban Renewal <br />Agency of the City of Eugene, as follows: <br /> <br />Section 1. The City Council is committed to developing and then maintaining an on- <br />going, mutually beneficial partnership with GSA and with nearby property owners and residents <br />to create a quality downtown neighborhood for a new US. Federal Courthouse. <br /> <br />Section 2. The City Manager/Director has created a schematic Riverfront District site <br />plan which, while in a very draft stage of completion, attempts to indicate to GSA the type of high <br />quality downtown neighborhood which could be created by working in partnership with the City <br />of Eugene and with neighboring property owners and residents. This schematic District site plan <br />is depicted in Exhibits attached hereto. <br /> <br />Section 3. The City Council and the Urban Renewal Agency of the City of Eugene have a <br />variety of resources and powers available to them by virtue of the City's Home Rule Charter and <br />the Urban Renewal Agency's statutory powers. The City Council and Urban Renewal Agency <br />fully intend on using the Charter and urban renewal resources and powers to help GSA <br />accomplish its goal of constructing a new US. Federal Courthouse in a quality downtown <br />neighborhood. <br /> <br />Section 4. To affirmatively indicate to GSA its serious intent, the City Council and Urban <br />Renewal Agency of the City of Eugene hereby direct the City Manager/Director to accomplish the <br />following tasks: <br /> <br />A. Prepare an analysis which explains the process and cost for updating the <br />existing Urban Renewal Plan. <br /> <br />B. Prepare an analysis which explains the process and cost for preparing a new <br />comprehensive Downtown Riverfront District development plan. It is the City Council's <br />intent to join in partnership with GSA and other nearby property owners and residents in <br />the completion of this new District plan. The results of the Greater Downtown Visioning <br />Study shall be used as the beginning point for the new plan. <br /> <br />C. Prepare an analysis which presents alternative methods for assuring that quality <br />development occurs in the downtown neighborhood where a new U.S. Federal <br />Courthouse will be located. Staff shall investigate such methods as: adoption of a special <br />zoning overlay district; design guidelines; methods for protecting views to the Willamette <br />River through the development; and so forth. <br /> <br />D. Prepare an analysis which describes alternative methods for financing the <br />infrastructure necessary to create an attractive, high quality downtown neighborhood <br />surrounding the new US.
