<br />E. Prepare an analysis which outlines various financing techniques for opening the <br />Mill Race Canal through the downtown neighborhood where the new U. S. Federal <br />Courthouse will be located. Such analysis shall include the possibility of using city <br />stormwater funds for a portion of the total cost, such as for local matching dollars for <br />federal and state grants. <br /> <br />F. Pursue additional federal and state funds to help the City, the Urban Renewal <br />Agency, and GSA finance infrastructure improvements in the downtown neighborhood <br />where the new U.S. Federal Courthouse will be located, to include opening the Mill Race <br />Canal. <br /> <br />G.
