ORDINANCE NO. g AN ORDINANCE qF THE CITY OF EUGENE, LANE CUUNTY, OREGON CALLING A SPECIAL ELECTION TO SUBMIT TO THE VOTERS OF THE CITY A MEASURE AUTHORIZING ATHREE-YEAR SERIAL LEVY OUTSIDE CONSTITUTIONAL LIMITATION COMMENCING ~'VITH THE 1997-98 FISCAL YEAR; PROVIDING AN EXCEPTION TO THE TIlV1E LINE REQUIREMENTS FOR THE VOTER'S PAMPHLET IN THE EUGENE CODE, 1971; AND DECLARING AN EMERGENCY. The City Council of the City of Eugene finds that: A. Due to the passage of State Measure 47, the City will experience a loss of funding estimated to be approximately $ i 0, 000, 000, $12, 000, 000, and $ ~ 4, 000, 000 for the next three fiscal years respectively. B. In order to mitigate this loss of funding for City services, a three year serial levy of $10,900,000 per year commencing in fiscal year 1997195, for a total levy of $32,700,000, which is outside the d% limitation of section 11, Article Xr of the Oregon Constitution should be referred to the City electors. C. The purpose of the serial levy is to partially replace funding Iost due to Measure 47. Of the $10,900,000 proposed to be levied for fiscal year 1997195, $2,000,000 will be held in reserve to meet the anticipated loss in fiscal year 1999100. 1n the event the actual funding loss is less than projected, the City Council will not Ievy more than the amount of the loss. In the event Measure 47 is voided, no levy will be made by the City Council. NOW, THEREFgRE, THE CITY OF EUGENE ORDAINS AS FOLLOWS: Section 1. A special election is called for the purpose of submitting to the qualified voters of the City the following Measure, which is hereby adopted by the City Council, subject to voter approval: MEASURE NO.
