ORDINANCE NO. g <br />AN ORDINANCE qF THE CITY OF EUGENE, LANE <br />CUUNTY, OREGON CALLING A SPECIAL ELECTION TO <br />SUBMIT TO THE VOTERS OF THE CITY A MEASURE <br />AUTHORIZING ATHREE-YEAR SERIAL LEVY OUTSIDE <br />CONSTITUTIONAL LIMITATION COMMENCING ~'VITH <br />THE 1997-98 FISCAL YEAR; PROVIDING AN EXCEPTION <br />TO THE TIlV1E LINE REQUIREMENTS FOR THE VOTER'S <br />PAMPHLET IN THE EUGENE CODE, 1971; AND <br />DECLARING AN EMERGENCY. <br />The City Council of the City of Eugene finds that: <br />A. Due to the passage of State Measure 47, the City will experience a loss of funding <br />estimated to be approximately $ i 0, 000, 000, $12, 000, 000, and $ ~ 4, 000, 000 for the next three <br />fiscal years respectively. <br />B. In order to mitigate this loss of funding for City services, a three year serial levy <br />of $10,900,000 per year commencing in fiscal year 1997195, for a total levy of $32,700,000, <br />which is outside the d% limitation of section 11, Article Xr of the Oregon Constitution should be <br />referred to the City electors. <br />C. The purpose of the serial levy is to partially replace funding Iost due to Measure <br />47. Of the $10,900,000 proposed to be levied for fiscal year 1997195, $2,000,000 will be held <br />in reserve to meet the anticipated loss in fiscal year 1999100. 1n the event the actual funding loss <br />is less than projected, the City Council will not Ievy more than the amount of the loss. In the <br />event Measure 47 is voided, no levy will be made by the City Council. <br />NOW, THEREFgRE, <br />THE CITY OF EUGENE ORDAINS AS FOLLOWS: <br />Section 1. A special election is called for the purpose of submitting to the qualified voters <br />of the City the following Measure, which is hereby adopted by the City Council, subject to voter <br />approval: <br />MEASURE NO.
