Shall Eugene levy $10, 900, 000 for three years outside tax base and Article ~1, <br />section 11 g, for operations, starting 1997-95? <br />Prior to Measure 47's passage, Eugene had authority to levy $48,500,000 in <br />property taxes for fiscal year beginning July 1, 1997 ~FY98}. The State estimates that <br />Measure 47 causes Eugene to lose approximately $10, 000, 000 in FY98 . For FY99 and <br />FY2000, estimated loss grows to $12,000,000 and $14,000,000, far total loss over three <br />years of $36,000,000. <br />Voter approval of this $32,700,000 levy will partially restore the $36,000,000 in <br />taxes lost from Measure 47. During April and May, the Council will complete its revenue <br />reduction strategies which will identify what services will not be funded if the levy fails, <br />and how the Council will address the smaller reduction which will occur even if the levy <br />passes. <br />The actual loss due to Measure 47 is uncertain. 1f the loss is less than current <br />estimates, the Council will not levy more than is necessary to replace the loss for the next <br />3 years. If Measure 47 is voided, the Council will not levy any portion. <br />This levy is subject to the other governmental purposes limits of section 11b, <br />Article ~I of the Oregon Constitution, but is not subject to the limits of Article ~I, section <br />11g. <br />Section 2. The Measure shall be placed upon the official ballot by the City Recorder. <br />Notwithstanding any provision of the Eugene Code,1971, the ballot title for the Measure set forth <br />in Section 1 of this Ordinance is hereby adopted. The City Recorder shall furnish to the County <br />Clerk for Lane County, a copy of the ballot title for the Measure, as attached hereto as Exhibit <br />1, and direct that the County Clerk for Lane County place the Measure upon the ballot to be used <br />at the special city election to be voted upon by the electors of the City. <br />Section 3. The City Council orders this special election to be held in the City of Eugene, <br />Oregon on the 20th day of May, 1997, in accordance with the provisions of Chapter 254 of <br />Oregon Revised Statutes, and the ballots shall be counted. and tabulated and the results certified <br />as provided by law. <br />Section 4. The City Recorder is directed to give not less than ten X10} days notice of the <br />special election by publication of one ~1} notice thereof in the Register Guard, a newspaper of <br />general circulation within the City of Eugene. A copy of the notice is attached hereto as Exhibit <br />2, and incorporated herein by reference. <br />ection 5. Notwithstanding any time line requirements of Sections 2.993 to 2.997 of the <br />Eugene Cade, 1971, the proponent and opponent committees for preparation of the voter's <br />pamphlet shall be appointed by March 31, 1997.
