3 . Services at the main library should be improved. Enhancements should <br />include restoration of Sunday service, increase in the books and materials budget, <br />encouragement of the use of volunteers, and enhancement of the staging and hours at the <br />Internet Center. <br />E. These recommendations formed the basis for development of the library local option <br />levy, which is designed to provide the following services: <br />1. Main Libr One-Time and ~ eratin Costs: funding for fi~rnishings, fixtures <br />and equipment OFF&E~ at the new main library, costs of moving and mothballing the current <br />facility as needed, and expanded operating costs beginning when the new library opens; <br />2. Branch Libraries: set-up and operating costs for two branch libraries to be <br />opened within the first two years of the levy and drop boxes far convenient return of library <br />materials; <br />3. Service Enhancements: Sunday hours at the main library beginning as soon <br />as possible; service enhancements beginning when the new library opens, including <br />expanded materials collection, enhanced volunteer coordination, and an enhanced Internet <br />Center. <br />The levy will also include factors far uncollectible property tax payments, interest earnings, interest <br />expense, and an Unappropriated Ending Fund Balance Ito provide for positive cash flow prior to <br />receipt of property taxes}. <br />F. The levy as proposed will be a total of $8,70,000 over four years, with $2,190,000 <br />levied per year. The average tax rate is expected to be $0,29 per $1,040 of assessed value. Atypical <br />Eugene taxpayer will pay an average of $37.50 per year over the four year period of the levy. <br />Now, THEREFORE, <br />THE CITY OF EUGENE DDES URDAIN AS FULLUWS: <br />Section 1. A special election is called for the purpose of submitting to the qualified voters <br />of the City the following Measure, which is hereby adopted by the City Council, subject to voter <br />approval: <br />MEASURE N0. <br />FnUR-YEAR LIBRARY OPERATIONS SERIAL LEVY. <br />Shall Eugene levy $2,190,000 per year commencing fiscal year 1999104 for library <br />operating costs? This measure may cause property taxes to increase more than three percent. <br />This levy would be imposed for four years. <br />ordinance - 2 <br />
