The funds provided by this levy will be used to meet one-time costs and operations <br />of a new large main library and two branch libraries. Levy funds also can be used for service <br />enhancements, including Sunday hours, enhanced collection, and enhanced Internet center. <br />A budget for each year will be prepared, reviewed, and approved by the City. The <br />$2,190,000 levy will remain the same in each year for the four-year period, for a total levy <br />of $8,760,000. This levy is subject to the limitation of section 11b, Article XI of the Gregon <br />Constitution. <br />Section 2. The Measure shall be placed upon the official ballot by the City Recorder. <br />Notwithstanding any provision of the Eugene Code,1971, the ballot title for the Measure set forth <br />in Exhibit 1 to this ordinance is hereby adopted. The City Recorder shall furnish to the Caunty <br />Clerk for Lane County, a certified copy of the ballot title for the Measure, as attached hereto as <br />Exhibit 1, a1~d direct that the County Clerk far Lane County place the Measure upon the ballot to be <br />used at the special city election to be voted upon by the electors of the City. <br />Section 3. The election will be held in the City of Eugene, aregon on the 3~~ day of <br />November, 1998, in accordance with the provisions of Chapter 254 of Oregon Revised Statutes, and <br />the ballots shall be counted and tabulated and the results certified as provided bylaw. <br />Section ~, The City Recorder is directed to give not less than ten X10} days' notice of the <br />election by publication of one ~1~ notice thereof in the Register Guard, a newspaper of general <br />circulation within the City of Eugene. A copy of the notice is attached hereto as Exhibit 2, and <br />incorporated herein by reference. <br />Section 5. Notwithstanding any requirements of Sections 2.993 to 2.997 of the Eugene <br />Code,1971, the proponent's statement, and rebuttal to opposition in the voter's pamphlet shall be <br />prepared by the Chair of the Mayor's Library improvement Committee, together with up to two other <br />persons to be chosen by the Chair. <br />Section 6. That the matters contained herein concern the public health, welfare and safety <br />and therefore, an emergency is hereby declared to exist, and this Ordinance shall become effective <br />immediately upon its passage by the City Council and approval by the Mayor, retention by the Mayor <br />for more than ten days, or readoption over a mayoral veto bytwo-thirds of all members of the City <br />Council. <br />Passed by the City Council this <br />29th day of July, 1998. <br />`"' ~ I <br />City Recorder <br />Approved by the Mayor this <br />29th day of July,1998. <br />Mayor <br />Grdinance - 3 <br />
