ORDINANCE NO. ~U ~ 3 Z AN ORDINANCE AMENDING THE EUGENE-SPRINGFIELD METROPOLITAN AREA GENERAL PLAN DIAGRAM TO REDESIGNATE A 9.1 ACRE PORTION OF PROPERTY IDENTIFIED AS ASSESSOR MAP 17-04-07-00, TAB LOT 100, FRAM AIRPORT RESERVE TO GOVERNMENT AND EDUCATION AND CHANGING THE AIRPORT MASTER PLAN REFINEMENT PLAN} ON-AIRPORT LAND USE PLAN LAND USE DIAGRAM DESIGNATION FROM ENVIRONMENTAL BUFFER TO AIR CARGO The City Council of the City of Eugene finds that: A. Chapter Itir of the Eugene-Springfield Metropolitan Area General Plan Metro Plan sets } forth procedures for amendment of the Metro Plan, which for the City of Eugene are im lemented b the .. p y provisions of Eugene Code Section 9.11$ through 9. ~ 36. B. On December 8,1997, the Eugene City Council initiated proceedings, without prej udice, for a Type I amendment of the Metro Plan diagram from Airport Reserve to Government and Education and a zone change from Exclusive Farm UselCammercial Airport Safety Combining ~E-401CAS} to Airport OperationslCommercial Airport Safety Combining ~AOICAS} for the western portion of Assessor Map 17-04-07-00, Tax Lot 100, for purposes of an expansion to the Eugene Airport's air cargo facility. C. On February 10,199$, the Planning Commissions of Lane County, Eugene, and Springf eld held a public hearing to consider the proposed amendments and zone change. D. Based on testimony received at the February 10,1995 public hearing, the applicant revised the proposal to reduce the area of amendment and zone change and add a concurrent automatic ref nement plan amendment to the Airport Master Plan ref nement plan} 4n-Airport Land Use diagram from Environmental Buffer to Air Cargo to clarify the intended use of the area to be amended. E. Gn March 31,1995, the Planning Commissions of Lane County, Eugene, and Springfield held a second public hearing to consider the revised proposal for Metro Plan and refinement plan diagram amendments and zone change. F, 0n April 25, the Eugene Planning Commission voted 4:1, and the Springfield Planning Commission voted 3:2, with one abstention, in favor of recommending to the approval of the requested amendment to the Metro Plan diagram from Airport Reserve to Government and Education, and concurrent amendment to expand the Air Cargo designation on the Airport Master Plan refinement plan} "Gn Airport Land Use Plan" diagram and recommended that approval of the amendment should be based on the f ndings included in the staff reports prepared for the March 31 and April 2$,1998 meetings. G. On May 5,1998, the Lane County Planning Commission voted 6:0 to deny the requested amendment to the Metro Plan diagram from Airport Reserve to Government and Education, and concurrent amendment to expand the Air Cargo designation on the Airport Master Plan refinement plan} "On Airport Land Use Plan" diagram.
