oAR 660-012-00601}requires that Amendments to functional plans, acknowledged <br />comprehensive plans, and land use regulations which significantly affect a transportation facili <br />shall assure that allowed land uses are consistent with the identified function, capacity, and level <br />of service of the facility, This shall be accomplished by either: <br />(a}Limiting allowed land uses to be consistent with the planned function, <br />capacity and level of service of the transportation facility; <br />(b) amending the TSP jTransportationsystem Plan] to provide transportation <br />facilities adequate to support the proposed land uses consistent with the <br />requirements of this division; ar <br />~c~ altering land use designations, densities, or design requirements to reduce <br />demand far automobile travel to meet travel needs through other modes. <br />oAR 660-012-00602} defines the significance of a traffic impact as follows: <br />(2) A plan or land use regulation amendment significantly affects a <br />transportation facility if it: <br />(a) Changes the functional classification of an existing or <br />planned tNansportation facility; <br />(b) Changes standards implementing a functional classification <br />system; <br />(c) Allows types or levels of land uses which would result in <br />levels of travel or access which are inconsistent with the <br />functional classification of a transportation facility; or <br />(d) Would reduce the level of service of the facility below the <br />minimum acceptable level identified in the TSP. <br />"Si nif canoe" of 1m act. The proposed Metro Plan amendment and zone <br />change affect 9.1 acres to accommodate a safer and more efficient operation of the existing air <br />cargo facilities with an expansion to accommodate a relocation of those facilities. The air cargo <br />facility expansion will involve the relocation and consolidation of existing air cargo activities, <br />possibly the construction of a building to facilitate operations, and separation of air cargo <br />activities from corporate het activity, to improve operational characteristics. These improvements <br />are not expected to generate any additional vehicular traffic. <br />Even if the air cargo operator located at the former air traffic control tower relocates to the <br />expanded facility, vehicular traffic will be transferred from the more congested Lockheed Drive <br />to the all-way stop controlled intersection of Greenhill Road and Airport Road.
