truck berths, the average daily trips transferred will be 27 trips per day ~6~' Edition of the ITE <br />Trip Generation Manual estimates 6.79 trips per berth per day for truck terminals}. <br />Lane County Transportation staff conducted a traff c count at the GreenhilllAirport road <br />intersection, which is currently controlled by stop signs on all approaches. They found that the <br />intersection did not meet warrants for signals. Peak hour analysis shows level-of-service "A" for <br />all movements through the intersection. In reference to the proposed air cargo expansion, <br />County staff concludes that, "given the minor increase in truck volumes estimated far this <br />proposal,l would not expect an appreciable impact onlevel-of service" ~e-mail correspondence <br />from Tom Stinchfield dated March 19,1998}. <br />Limitations in Use. The original request for a Metro Plan amendment has <br />initiated in December 1997} affected over 28 acres of land and allowed approximately 10 acres <br />of undetermined future uses. This proposal has been reduced to only the air cargo facility on <br />only 9.1 acres, and a concurrent Airport Master Plan amendment is included to designate the 9.1 <br />acres as Air Cargo on the On Airport Land Use Plan. The adopted transportation plan for the <br />metropolitan area is TransPlan. It includes no specific recommendations in the vicinity of this <br />proposed amendment. The Airport Master Plan recommends access improvements to reduce <br />interruptions in traffic flow, separate general aviation traffic, and facilitate increases in parking <br />lot capacity as general improvements to accommodate the overall growth of the airport. The <br />Airport Master Plan concluded that both the Clear LakelGreenhill and Airport Road access <br />networks provide adequate capacity to accommodate forecast demand" Appendix A, pages 1 <br />and 2, of Airport Master Plan,1990}. <br />The proposed amendment to the Metro Plan diagram would not result in a significant traff c <br />impact pursuant to OAR 660-012-00602} as it would not result in a change to the functional <br />classification of the existing or planned transportation facility; change standards implementing a <br />functional classification system; allow types or levels of land uses which would result in levels <br />of travel or access which are inconsistent with the functional classification of a transportation <br />facility; or reduce the level of service of the facility below the minimum acceptable level <br />identified in the TSP. <br />Findin s for DAR 660-012-0065.
