MEMORANDUM <br />March 1,1999 <br />TO: Hearings Dff cial <br />FROM; Les Lyle, City Engineer <br />SUBJECT: PROPOSED ASSESSMENTS FUR THE PAVING, CURBS AND GUTTERS, <br />STREET LIGHTS, PEDESTRIAN SIGNAL, STREET TREES, FORCE MAIN, <br />AND STORM DRAINAGE SYSTEMS ON BARGER DRNE FROM TERRY <br />STREET TO GREENHILL ROAD, AND THE PAVING, CURBS AND <br />GUTTERS, STREET LIGHTS, STREET TREES, WASTEWATER AND <br />STORM DRAINAGE SYSTEMS IN LEGACY STREET AND THE <br />WASTEWATER SYSTEM ALONG THE SOUTH, EAST, AND NORTH <br />BOUNDARIES OF THE BETHEL #5Z SCHOOL DISTRICT PROPERTY - <br />TA~ LOT #17-04-20-00-01400. JOB #3503} CONTRACT 9S-OZ} <br />BACKGROUND <br />Barger Drive from Terry Street to Greenhill Road and Legacy Street, adjacent to the west boundary of <br />the new Bethel School site, were included in the City Council's adopted Fiscal Year 199$ Ca ital <br />p <br />Budget, as well as in Lane County's adopted 199$12002 Capital Improvement Program ~CIP}. The <br />funding identified in Lane County's CIP was intended to offset the new Bethel School street and <br />other road related assessment costs. City Council passed a~ motion on July 2$,1997, initiating design, <br />right of way acquisition and bidding per Section 7.1605}and 7.1 ~0~7} of the Municipal Code. <br />The City Council formed the local improvement district SLID} on April b, 1998. The prof ect <br />construction has been completed and final assessment costs have been calculated per Eugene Code <br />provisions. Property owners were notified of the pending assessment hearing ten X10} days prior to <br />the hearing as required by Municipal Code <br />CORRESPONDENCE <br />No written correspondence has been received ~in response to the Notice of Proposed Assessments. <br />Five property owners have called with questionsabout the computation of the assessments. In <br />general the questions have been about the unit prices and what area's the costs were distributed, and <br />whether a deferral program is available. Staff responded to the questions and no ad'ustments are <br />J <br />necessary. Steve Lee, owner of Harvest Ridge Subdivision and multiple properties adj acent to <br />Legacy and a portion of Barger Drive, requested a meeting to review the proposed assessments <br />calculations. Staff met with Mr. Lee and his representatives on February 24,1999 and responded to <br />questions. <br />
