Hearing Memo -Barger Drive <br />March 1,199 <br />Page 2 <br />PROJECT <br />For the Barger Drive portion of the prof ect, the improvements included completing the south half of <br />the roadway from Terry Street to the just west of Ghio Street and then a full 46-foot width X12-foot <br />travel lanes, a 12-foot center lane and two 5-foot bike lanes} with curbs and gutters, from that point to <br />Greenhill Road. In addition, wastewater and storm drain systems, street lights, street trees, a <br />signalized pedestrian crossing, and continuous sidewalk on the south side of Barger Drive were <br />included in this portion of the proj ect. Properties adj scent to the previously fully improved north <br />section from Terry Street to just west of Dhio street are not being assessed. Properties autside the <br />City boundaries were not assessed at this time for storm or wastewater improvements, however, the <br />cost per square foot calculation for each system included an assessable area for those properties. <br />when these properties wish to connect to these systems they will be charged an "equivalent <br />assessment". Additionally, at the time of the LID was formed Lane County had approved in concept <br />the idea of providing funds to defer road assessments for large lots outside the City limits. At this <br />time no funding is available, all lots are fully assessed for road improvements. <br />The construction of Legacy Street south of Barger includes a 46-foot improvement width X12-foot <br />travel lanes, a 12-foot center lane and two 5-foot bike lanes} with curbs and gutters, sidewalks, street <br />lights, street trees, wastewater and storm drainage systems. <br />In addition, a wastewater pressure main was constructed extending from a new pump station at the <br />southwest corner of the Bethel School site~~under a separate contract} ,north along Legacy Street to <br />Barger, east along Barger Drive to Terry Street and .then north along Terry Street to an existing force <br />main near the A-2 Channel. Since the force main~is not be available for <br />direct connection, this portion of the project was not assessable. <br />Finally, a wastewater collection system was extended along the south, east and north boundaries of <br />the Bethel Schools site and adjacent properties that will be served by that system. are included in the <br />wastewater assessment calculation. <br />ASSESSMENT <br />The final project costs are lower than the costs used to calculate the estimated assessment units cost <br />per foot, cost per square foot} at the dime of the formation of the LID. Estimated casts included 10°/a <br />contingency and engineering, inspection and administration fees based on a percentage of the <br />construction costs. After the formation of the LID some changes were made to the design to lower <br />construction costs. Very little of the contingency was used. Actual engineering and inspection fees <br />were included in the f nal assessment and were substantially lower than the estimated. The assessable <br />cost listed at the time of the formation of the LID did not include the stormwater and wastewater <br />charges that will be collected later as an "equivalent assessment". Those casts were included in the <br />city costs. The f nal assessable costs listed below do include the "equivalent assessment" costs. <br />
