Hearing Memo ~-Barger Drive <br />March 1,1999 <br />Page 3 <br />Costs are distributed per City Code 7.175, and as outlined in the Council adopted hearings official <br />minutes, Endings and recommendations and resolution forming the LID. Under City of Eugene <br />assessment policy, 29.4% percent of the total project improvement costs wi11 be distributed to the <br />abutting property owners with the balance financed by the City. Staff recommends <br />approval of the assessment as calculated and that the Council levy the final assessment. <br />During the LID formation, it was mentioned that Lane County Commissioners had conceptually <br />approved a deferral program for properties outside the City far the street assessment elements of the <br />proposed assessments. Recently, the Commissioners chose to review the policy and as a result the <br />program will not be available for these properties. <br />
