~ ~ <br />EUGENE HEARINGS UFFICIAL <br />FINDINGS AND RECOMMENDATIONS <br />SUBJECT: PROPOSED ASSESSMENTS FUR THE PAVING, CURBS AND <br />GUTTERS, STREET LIGHTS, PEDESTRIAN SIGNAL, STREET TREES, <br />FURCE MAIN, AND STORM DRAINAGE SYSTEMS ON BARGER DRIVE <br />FROM TERRY STREET TO GREENHILL ROAD, AND THE PAVING, <br />CURBS AND GUTTERS, STREET LIGHTS, STREET TREES, <br />WASTEWATER AND STORM DRAINAGE SYSTEMS IN LEGACY <br />STREET AND THE WASTEWATER SYSTEM ALONG THE SOUTH, <br />EAST, AND NORTH BOUNDARIES OF THE BETHEL #52 SCHOOL <br />DISTRICT PROPERTY - TAB LOT #17-04-ZO-00-01400. JOB #3503} <br />CONTRACT 98-02} <br />BACKGROUND <br />This project was included in the City Council's adopted Fiscal Year 1998 Capital Budget, as well <br />as in Lane County's adopted 1998/2002 Capital Improvement Program ~CIP}. The funding <br />identified in Lane County's CIP was intended to offset the new Bethel School street and other <br />road related assessment costs. City Council passed a motion on July ZS, 1997, initiating design, <br />right of way acquisition and bidding per Section 7.1605} and 7.160(7} of the Municipal Code. <br />The Eugene City Council formed the local improvement district SLID} on April 6,1998. The <br />project construction has been completed and final assessment costs have been calculated per <br />Eugene Code provisions. Property owners were notified of the pending assessment hearing ten <br />(10} days prior to the hearing as required by Municipal Code <br />CORRESPONDENCE <br />No written correspondence has been received in response to the Notice of Proposed <br />Assessments. Five property awners have called with questions about the computation of the <br />assessments. In general the questions have been about the unit prices and what area's the costs <br />were distributed against, and whether a deferral program is available. Staff responded to the <br />questions and na adjustments were necessary. Steve Lee, owner of Harvest Ridge Subdivision <br />and multiple properties adj acent to Legacy and a portion of B anger Drive, requested a meeting to <br />review the proposed assessments calculations.
