PROJECT <br />For the Barger Drive portion of the project, the improvements included completing the south half <br />of the roadway from Terry Street to the just west of Ghio Street and then a full 46-foot width <br />~ ~ 2-foot travel lanes, a 12-foot center lane and two 5-foot bike lanes} with curbs and gutters, <br />from that point to Greenhill Road. In addition, wastewater and storm drain systems, street lights, <br />street trees, a signalized pedestrian crossing, and continuous sidewalk on the south side of Barger <br />Drive were included in this portion of the project. Properties adjacent to the previously fully <br />improved north half of Barger Drive from Terry Street to just west of Dhio street are not being <br />assessed. Properties outside the City boundaries were not assessed at this time .for storm or <br />wastewater improvements, however, the cost per square foot calculation for each system <br />included an assessable area for those properties. When these properties wish to connect to these <br />systems they will be charged an "equivalent assessment". Additionally, at the time of the LID <br />was formed Lane County had approved in concept the idea of providing funds to defer road <br />assessments for large lots outside the City limits. At this time no funding is available so all these <br />lots are fully assessed for road improvements. <br />The construction of Legacy Street south of Barger Drive includes a 46-foot improvement width <br />~ ~ ~-foot travel lanes, a 12-foot center lane and two 5-foot bike lanes} with curbs and gutters, <br />sidewalks, street lights, street trees, wastewater and storm drainage systems. <br />In addition, a wastewater pressure main was constructed extending from a new pump station at <br />the southwest corner of the Bethel School site sunder a separate contract}, north along Legacy <br />Street to Barger Drive, east along Barger Drive to Terry Street, and then north along Terry Street <br />to an existing force main near the A-2 Channel. Since the farce main is not be available far <br />direct connection, this portion of the pro ject was not assessable. <br />Finally, a wastewater collection system was extended along the south, east and north boundaries <br />of the Bethel Schools site and ad jacent properties that will be served by that system are included <br />in the wastewater assessment calculation. <br />ASSESSMENT <br />The final project costs are lower than the costs used to calculate the estimated assessment units <br />cost per foot, cost per square foot} at the time of the formation of the LID. Estimated costs <br />provided at the local improvement district formation included lo% contingency and engineering, <br />inspection and administration fees based on a percentage of the construction costs.
