There was significant opportunities and involvement by citizens throu bout the Residential L <br />. g and <br />and Housing Study. On March 27,1995, the Joint Planning Commission Committee JPCC <br />~ ~ <br />approved a Citizen Involvement Plan (CIP} for the Residential Lands Stud .The JPCC is made <br />. Y <br />up of two planning commissions from each jurisdiction and is char ed under the Metro Plan with <br />.. .. g <br />prov~drng guidance for citizen involvement in all metro studies and ro'ects See olic 5 <br />p J ~ P Y <br />Citizen Involvement Chapter III-K}. Consistent with the JPCC-a roved CIP the Residential <br />pp <br />Lands Study was guided by an eleven member Citizen Advisory Committee CAC . The CAC <br />. ~ ~ <br />represented various housing perspectives in the metropolitan area, and the coin osition of the <br />P <br />group was approved by the Joint Planning Commission Committee. The list of members and the <br />organizations they represented were submitted to the Eugene, Sprin field and Lane Coun <br />g tY <br />elected off vials for approval. In the summer 1995, the CAC was officiall formed as the rou <br />. y g p <br />responsible for the preparation of the Res~dent~al Lands Study. <br />CITIZEN ADVISORY COMMITTEE PROCESS <br />Opportunities for citizen involvement during the CAC process included: <br />• Monthly CAC Meetings between July 1995 and December 1997. Meetin s were <br />g <br />advertised and open to the public and opportunity for public comment was available at <br />each meeting. <br />• During this process, representatives from the CAC and staff made presentations on the <br />study to interested groups. <br />In November 199b, the CAC held a public forum. At the forum, citizens, and CAC <br />members identified residential land and housing issues, <br />In October 1997, the CAC released the Preliminary Draft Recommendations Re ort. The <br />p <br />report was made available, free of charge, at a variety of accessible locations throw bout <br />g <br />the metropolitan area for at least 30 days. <br />The draft report was also sent to state agencies and local officials for comment. Each <br />report contained a comment form intended to capture public sentiment on the issues. <br />An open house was held on October 3 x,1997 to allow the CAC to hear directl from <br />Y <br />those wishing to comment on the report.. Newspaper display ads, poster dis la s and <br />. .. .. p Y <br />direct mailings, including the Periodic Review Newsletter mailing list, were used to <br />advertise the availability of the document and the open pause. <br />• In November and December 1997, the CAC reviewed and addressed all comments and <br />released the CAC Policy Recommendations Report in January 1998. <br />Following release of the CAC recommendations, two open house events for the <br />3 -Findings in Support of Metro Plan Amendments <br />
