Residential Lands Study were conducted in February 199$. These events were o en to <br />• p <br />the public and designed to provide ~nformat~on and a setting for public discussion with <br />staff, stakeholders and the public, and an opportunity for public input. Draft documents, <br />comment forms, fact sheets and visual displays were used to inform the public and <br />provide opportunities for them to submit comments. <br />PLANNING COMMISSION PUBLIC HEARINGS AND RECOMMENDATIONS <br />It was the responsibility of the planning commissions of Eugene, Springf eld and Lane Coun to <br />. tY <br />make recommendations on the draft Residential Land Study to their respective elected bodies. <br />Joint public hearings were conducted by the three planning commissions on April 14, and 1 ~, <br />1998. The planning commissions agreed to extend the public comment period for testimon to <br />Y <br />July 6,1995. <br />The public hearings were publicized through a mailing to the Residential Lands Study mailin <br />. g <br />list, and through legal and display advertisements xn the news media. <br />In addition to the twa j oint public hearings, the Springfield Planning Commission and Eugene <br />Planning Commission conducted their own individual hearings far the Residential Lands Stud . <br />. ., y <br />These public hearings allowed planning commission members to hear additional public <br />testimony prior to making a recommendation on plan adoption to their respective elected bodies. <br />The dates of the individual public hearings were: <br />Springfield Planning Commission, April 21st, 7:00 P.M. <br />Eugene Planning Commission, June 30th, 6:00 P.M. <br />Following the hearings and public testimony period, the three planning commissions held joint <br />work sessions on August 15,1998, and October 13,1998. As background, the Planning <br />Commissions received indexed copies of all written and oral testimony received during the <br />public input phase and minutes from public hearings held on April 14th, 16th, 21st and June <br />30th,1998. <br />Following the public hearings and two joint work sessions, the planning commissions met <br />separately to deliberate and make recommendations to the elected officials. The three planning <br />commissions developed unanimous recommendations by January 1999. These meetings were <br />also open to the public, although direct public testimony was not taken at this stage in the <br />process. Work sessions were held on the following dates: <br />November 10,1998; Springfield Punning Commission; <br />• November 17,1995; Springfield Planning Commission;. <br />• November 23,1995; Eugene Planning Commission; <br />• November 24,1998; Eugene Planning Commission; <br />• November 30,1998; Eugene Planning Commission; <br />4 ~ Findings in Support of Metro Plan Amendments <br />
