Priority of Lands for UGB Expansions (ORS 197.298) <br />The Residential Land and Housing Study and proposed Metro Plan amendment do not call for <br />expansion of the urban growth boundary, <br />4. ORS 197.296 Requirements <br />ORS 197.296 requires certain jurisdictions to provide fora 20-year housing need based on actual <br />developed densities in the past five years or since the last periodic review; to take measures <br />andlor expand the UGB, if needed; and to zone land appropriate for planned densities as <br />indicated by the market. <br />According to DLCD staff, the Eugene-Springfield metropolitan area does not have to meet the <br />requirements of ORS 197.296 at this time because these provisions must be met at periodic <br />review and the local periodic review process was initiated prior to passage of the legislation. <br />However, the guidebook, "Planning for Residential Growth": A Workbook far Oregon's Urban <br />Areas, does provide guidance onpre-existing Statewide Goal 10 requirements, as well as the new <br />requirements specific to ORS 197.296. The Metropolitan Residential Land and Housing Stud <br />Y <br />was conducted in a manner consistent with the tasks and steps laid aut in the guidebook for the <br />following tasks: <br />• Inventory the supply of buildable residential lands <br />• Conduct a housing needs analysis <br />In addition, the Residential Land and Housing Study recommends policies and implementation <br />measures to increase densities, provide a greater mix of housing types, and monitor development <br />activity over time to determine the impacts of these measures.
