Goal 10, Dregon Revised Statutes and Administrative Rules alread re uired <br />. Y q <br />~ur~sdict~ons to analyze and provide for needed housing prior to the adoption of HB 2709. HB <br />2709 supplemented these provisions as follows. <br />1, Refined the definition of "buildable lands", <br />2. Required coordination of population projections, <br />3. Set criteria for prioritizing land for UGB expansions, and <br />4. Set specific requirements in DRS 197.296. <br />Provisions #1 through #3 apply to all Oregon jurisdictions, including Eugene-Sprin f eld. <br />.. g <br />Provisions # 1 and #2 were addressed in this study, Provision #3 was not addressed in this stud <br />y <br />because no urban growth boundary amendments are proposed. Regarding #4, the <br />Eugene-Springfield area is not required to comply with DRS 197.296 at this time, as ex lained <br />p <br />below. <br />1. Definition of Buildable Lands [ORS 197.295(1)] <br />Buildable lands now include "developed land likely to be redeveloped." Prior to HB 2709, it was <br />a local option as to whether or not to include redevelopable lands in the buildable lands <br />iThe Residential Lands Study Citizen Advisory Committee decided to use a ran a that <br />g <br />was 10 percent below and above the actual prof ection to allow a reasonable latitude in the <br />projection number.
