Policy 18. Encourage residential developments in or near downtown care areas in both <br />cities. <br />Policy 22. Expand opportunities for a mix of uses in newly developing areas and existin <br />g <br />neighborhoods through local zoning and development regulations. <br />The chief way residential land use policy can assist in meeting the transportation oal is b the <br />. g y <br />way future housing ~s developed. Tlus includes location, density, housing type and mixed use <br />development. The above policies all provide direction to assist in creating a trans ortation- <br />. P <br />efficient land use pattern that supports alternative modes such as transit and reduces de endence <br />p <br />on the automobile. Higher density housing allows transit to be more efficient and serve a reater <br />g <br />percent of the population. Locating density near shopping and employment, and downtown <br />reduces the need for single-occupancy auto travel, thus reducing vehicle miles traveled VMT . <br />. ~ ~ <br />Mixed use development where residential, business, and employment are co-mingled either on <br />one site or in close proximity reduces automobile trips, Therefore, the amendments com l with <br />pY <br />Goal 12. <br />Goal 13 -Energy Conservation: To conserve energy. <br />The proposed policy direction in the amendments encourage higher density which will, because <br />of the structure type and reduced dwelling sizes, assist in meeting energy conservation goals, <br />Therefore, the amendments comply with Goal 13. <br />Goal 14 -Urbanization: To provide for an orderly and efficient transition from rural to urban <br />land. <br />The Residential Land and Housing Study and proposed amendments to the Metra Plan do not <br />recommend any expansion of the Urban Growth Boundary nor propose conversion of land from <br />rural to urban uses. Therefore, the amendments are consistent with Goa114, <br />Goal 15 -Willamette River Greenway: To protect, conserve, enhance and maintain the <br />natural, scenic, historic, agricultural, economic and recreational qualities of lands along the <br />Willamette River as the Willamette River Greenway. <br />The Residential Land and Housing Study and proposed Metro Plan amendments do not make <br />any changes to lands along the Willamette River or within the Greenway Boundary. As stated <br />under the Goal 5 f ndings, certain constrained lands such as lands along Class A streams, which <br />include the Willamette River, were addressed. In the case of Class A streams, all land within 75 <br />feet was excluded from the vacant land inventory. Based on this and the lack of changes in the <br />status of lands within the Willamette River Greenway, the amendments are consistent with Goal <br />15. <br />Goals 16 ~ 19 (Estuarine Resources, Coastal Sharelands, Beaches and Dunes, and Gcean <br />19 -Findings in Support of Metro Plan Amendments <br />
