EXHIBIT B <br />FINDINGS IN SUPPaRT OF ORDINANCE NG. 24184 AMENDING THE <br />JEFFERSnNIFAR wEST REFINEMENT PLAN DIAGRAM AND ZGNING <br />FGR PRGPERTY IDENTIFIED AS TAB LGTS 11740 AND 11800, MAP 17- <br />43-31-42, <br />The following findings pertain to the property identified as tax lots 11700 and 11500, map 17-03 -31- <br />42, as depicted on Exhibit A. <br />CRITERIA FAR EVALUATING A REFINEMENT PLAN AMENDMENT <br />The following criteria from EC 9.1452} shall be applied by the City Council in approving or <br />denying a refinement plan amendment application: <br />~a} The Plan Amendment is consistent with the Metropolitan Area General Plan <br />fib} The Plan Amendment is consistent with the remaining portion of the Refinement Plan, and <br />(c} The Plan Amendment is found to address one or more of the following; <br />1. An error in the publication of the plan; <br />2. A change in circumstances in a substantial manner not anticipated in the plan; <br />3. Incorporation into the plan of new inventory material which relates to a Statewide <br />goal; or <br />4. A change in public policy. <br />Based on substantial evidence in the record, the Eugene City Council finds as follows: <br />Refinement Plan Amendment Criterion ~a}: <br />EC 9.145 2 a The Plan Amendment is consistent with the Metro olitan Area General Plan. <br />The subject property is designated as Commercial on the Metro Plan Land Use Diagram. The <br />proposed refinement plan designation of Commercial for the existing Library is consistent with the <br />existing Metro Plan designation for this site. No changes in the text of the Metro Plan would be <br />required for consistency with the proposed refinement plan amendment. <br />Refinement Plan Amendment Criterion ~b}: <br />EC 9.145 2 The Plan Amendment is consistent with the remainin ortions of the Refinement <br />Plan <br />The proposed plan amendment is a diagram amendment only, to allow the subject property to be <br />Exhibit B -1 <br />
