<br />Memorandum <br />Eugene City Hall Master Plan <br />December 5, 2005 <br />Page 4 of 4 <br /> <br />Benchmarking Study <br />Data from similar jurisdictions would be researched and collated to confirm assumptions of areas and <br />staffing levels projected for new City Hall Complex. <br /> <br />Seismic Analysis <br />All previous seismic evaluation of existing City Hall would be reviewed. Conceptual structural upgrade <br />would be developed, integrating space needs (projected at move-in) and optimal functionality, aesthetics, <br />and cost effectiveness. <br /> <br />Financial Analysis <br />Multiple financial models (publicly funded via bond, public and/or private partnerships, etc.) would be <br />identified. Assistance in identifying site opportunities (explore land acquisitions, swaps, partnerships, etc.) <br />would be provided. Financing strategies from construction cost models would be explored and <br />developed, and summary report prepared. <br /> <br />Co-location Study <br />Comprehensive list of all potential co-location entities would be developed.
