Median, Parking Bays, Street Lights, Street Trees, and Storm Water Drainage System on <br /> Lone Oak Drive From Division Avenue to 250 Feet East of Lone Oak Way (Contract <br /> #2004-08) (Job #4058) <br /> <br /> Councilor Bettman, seconded by Councilor Poling, moved to approve the Findings and <br /> Recommendations of the Hearings Official of March 1, 2004. Roll call vote; the motion <br /> passed unanimously, 8:0. <br /> <br /> Councilor Bettman, seconded by Councilor Poling, moved that the City council adopt <br /> Council Bill 4869, an ordinance levying assessments for Lone Oak Drive. <br /> <br />Councilor Bettman registered her opposition to the motion for the reasons she had previously cited. She <br />said there was $69,306 from the Road Fund, $5,486 in transportation systems development charges <br />(SDCs), andS67,634 in stormwater SDCs. She felt it obvious that this was an increase in capacity and <br />could warrant more transportation SDCs, allowing more money to be eligible for use in maintaining the <br />existing street system. She reiterated that the process of petitioning for upgrades was developed in the <br />1970s and should be reviewed. <br /> <br />Councilor Kelly expressed his support for the motion because it constituted the current mechanism. He <br />thought a work session was in order and that Councilor Bettman made a good point. He agreed that the <br />policy allowed just a few people to petition for such projects. <br /> <br /> Roll call vote; the motion passed, 6:2; Councilors Bettman and Taylor voting in opposi- <br /> tion. <br /> <br />The council took a ten-minute break at 8:50 p.m. <br /> <br />6. ACTION: An Ordinance Amending the Eugene-Springfield Metropolitan Area General <br /> Plan Diagram and the Fairmount/University of Oregon Special Area Study Diagram and <br /> Text; Amending Sections 9.8865 and 9.9570 of the Eugene Code 1971; Adding new Sec- <br /> tions 9.4200, 9.4205, 9.4210, 9.4215, and 9.4220 to that Code; Adopting a Severability <br /> Clause; and Providing an Effective Date <br /> <br /> Councilor Kelly, seconded by Councilor Nathanson, moved that $35,000 be set aside from <br /> the General Fund Contingency and used in the current or subsequent fiscal years to fund <br /> the Agate Street and area-wide traffic studies called for in the proposed East Campus Plan <br /> and the study results shall be distributed to the council for consideration of the next steps. <br /> <br />Councilor Kelly commented that the approval of the plan would be a tremendous benefit to the University <br />of Oregon and the university provided a tremendous benefit to the community. Nonetheless, he felt it <br />important to indicate to the neighbors that the council would be working and looking at their concerns <br />through this process by setting aside the funding for the studies.
