<br />Mr. Hoobyar asked how the group wished to decide who would represent the group. <br /> <br />Mr. Howard suggested that this be decided at the end of the process. <br /> <br />Mr. Hoobyar asked the group for a vote on the alternative option for the agenda, as delineated earlier. <br /> <br />The second option for the agenda was approved of by a vote of 6:0:4; four people <br />abstaining. <br /> <br />Mr. Hill asked for clarification on the aerial map of the area. Ms. Cahill explained that the boxes on the <br />map represented setbacks where street trees could go and the one that resembled a bus pull out in front <br />of the Four Square Church was actually an allowance for a large existing tree. <br /> <br />2. Present, Discuss, Decide on Proposals from Stakeholder Representatives <br /> <br />Mr. Hoobyar stated that the property owners had provided a proposal and Teresa Damron, co-chair of <br />the River Road Community Organization (RRCO), had submitted a proposaL <br /> <br />Mr. Samer interjected that he had hoped that the group could just go through the list of possibilities for <br />the west and east ends of the road and see what could be taken offthe table. <br /> <br />Mr. Hoobyar asked staff to make copies of the two proposals for everyone. He noted that Greg Austin <br />was not present because he and his wife had a baby. <br /> <br />In response to a question from Mr. Spain, Mr. Henry said the City Attorney's comments were in <br />reference to the Arterial Collector Street Plan. He stated that the City Council could adopt a new <br />exception category based on a set of criteria that would be an exception process. He reiterated that the <br />City Council had no influence on the Transportation Planning Rule (TPR). He underscored that the <br />conflict in what was proposed for River Avenue and the stakeholders' desires lay in the Arterial <br />Collector Street Plan. <br /> <br />Mr. Schoening provided copies of the two proposals to the stakeholders' group and staff. <br /> <br />Mr. Hill reviewed the River Avenue Properly Owners Proposed Improvement List. The improvements <br />included: <br />I. That the road would be three lane for the continuous length of the travel~way, the center <br />lane for turning only and that it be fully improved with curbs, gutters, and storm drainage; <br />2. Setback five-foot wide sidewalks from the west end to the east side of the Post Office and a <br />curbside five~foot wide sidewalk on the north side from that point to the east end of river <br />A venue. <br />3.
