ECC UGENE ITY OUNCIL AIS GENDA TEM UMMARY Action: Chambers Special Area Zone An Ordinance Establishing a Chambers Special Area Zone; Amending Sections 9.0500, 9.1030, 9.8030, and 9.8865 of the Eugene Code, 1971; Adding Sections 9.3050 Through 9.3065 to That Code; Amending the Eugene Zoning Map; Adopting a Severability Clause; and Providing an Effective Date Meeting Date: December 12, 2005 Agenda Item Number: 8 Department: Planning and Development Staff Contact: Allen Lowe www.eugene-or.gov Contact Telephone Number: 682-5113 ISSUE STATEMENT The City Council will consider action on an ordinance adopting amendments to the Eugene Code and the Zoning Map for properties within the Chambers Mixed Use Study Area. BACKGROUND The Planning Commission held a public hearing on June 28, 2005, and a second, more interactive hearing on July 26, 2005. On September 26, 2005, the commission recommended City Council approval of the attached draft ordinance. The City Council held a work session on this project on October 12, 2005, followed by a public hearing on November 14, 2005. Following the public hearing, Councilor Kelly asked that staff prepare amendments to the proposed ordinance that would 1) establish minimum density standards for the Chambers Special Area Zone and 2) allow the construction of condominium and rowhouse developments in the area. The attached memorandum (Attachment B) provides information on the requested items. RELATED CITY POLICIES Mixed Use Centers, or Nodes, are an integral part of the Eugene-Springfield metropolitan area’s growth management strategy. Adopted policies support both the increased densities expected in the Mixed Use Centers, as well as special attention to established neighborhood character, as reflected in the policies below. The Chambers Reconsidered project attempted to find the appropriate balance in the area affected by this proposal. Adopted Metro Plan and refinement plan policies relevant to this project are discussed in the draft ordinance Attachment A, Exhibit B. The adopted Growth Management Policies have strongly influenced the direction and outcome of this project. These policies are not standards or criteria to be applied to any specific decision.
