<br />Notes on this version of the report <br /> <br />This is an updated version of the <(Chambers Revisited Neighbors' Report" and <br />has been submitted to the City Council for consideration during deliberations on <br />the proposed "Chambers Special Area (S-C) Zone." This version of the report <br />consolidates the following previously issued documents: <br /> <br />· "Interim CNR Neighbors' Report" (February 14, 2005)6 <br /> <br />· "CNR Preliminary Land Use and Development Analysis - R-2 Zoned Lots <br />East of Chambers St." (April 12, 2005) <br /> <br />· "CAPHN Proposed S-CIR-2 Subarea Development Standards" (June 28, <br />2005) <br /> <br />· "S-C Chambers Special Area Zone Potential Density Analysis" (June 28, <br />2005) <br /> <br />· "Chambers Revisited Neighbors' Report" (July 18, 2005) <br /> <br />The major update in this version of the report was to remove the infill standards <br />originally proposed by CAFHN in Section VI of the July 18 report and to replace <br />that content with a brief discussion of the standards included in the proposed <br />"Chambers Special Area (S-C) Zone." The S-C standards are consistent with the <br />original CAFHN proposals and are fully supported by CAFHN. <br /> <br />Why you may want to read this report <br /> <br />If you are a resident of Eugene and have concerns about the City's policy of <br />increasing residential density by promoting infill and redevelopment in <br />established neighborhoods, this report may help clarifY some of your concerns <br />and provide some potential solutions. You'll also find a good introduction to the <br />official land use policies that are supposed to guide Eugene's zoning regulations <br />and development processes in existing neighborhoods. <br /> <br />!fyou are a developer or have other interest in constructing a new house or <br />apartment in an established neighborhood, this report may help you understand <br />some of the neighbors' concerns. The report also discusses some principles and <br />standards that may help you improve the siting and design of a new residential <br />structure located in an established neighborhood. <br /> <br />If you are a City Councilor, Planning Commissioner, or City of Eugene staff, <br />this report will help you understand concerns neighbors have over poorly sited <br />and designed infill and redevelopment.
