LAND USE GOALS AND POLICIES <br /> <br />Eugene/Springfield Metro Area General Plan <br /> <br />The following Metro Plan "Residential Land Use and Housing Element" policies were <br />adopted by the City of Eugene and serve as a guide for actions related to existing <br />residential neighborhoods, such as those within the Chambers Revisited project area: <br /> <br />. A. 13 Increase overall residential density in the metropolitan area by creating more <br />opportunities for etTectively-designed in-fill, redevelopment, and mixed use <br />while considering the impacts ofincreased residential density on historic, <br />existing. and future neighborhoods. <br /> <br />. A.20 Encourage home ownership of all housing types, particularly for low-income <br />households. <br /> <br />. A.23 Reduce impacts of higher density residential and mixed use development on <br />surrounding areas by considering site. landscape, and architectural design <br />standards or guidelines in local zoning and development regulations. <br /> <br />. A.24 Consider adopting or modifying local zoning and redevelopment regulations to <br />provide a discretionary design review process or clear and objective design <br />standards, in order to address issues of compatibility, aesthetics, open space, and <br />other community concerns. <br /> <br />. A.25 Conserve the metropolitan area's supply of existing affordable housing and <br />increase the stability and quality of older residential neighborhoods, through <br />measures such as revitalization; code enforcement; appropriate zoning; <br />rehabilitation programs; relocation of existing structures; traffic calming; <br />parking requirements; or public safety considerations. These actions should <br />support planned densities in these areas. <br /> <br />. A.26 Pursue strategies that encourage rehabilitation of existing housing and <br />neighborhoods. <br /> <br />Westside Neighborhood Plan <br /> <br />The Westside Neighborhood Plan was adopted by the City of Eugene as a local <br />refinement plan and serves as a guide for actions related to the Chambers Revisited <br />project area east of Chambers Street. <br />Westside Neighborhood Plan Goals <br /> <br />. Protect and improve the residential quality of the neighborhood. <br /> <br />. Protect the neighborhood from the negative effects of motor vehicle traffic. <br /> <br />. Provide public facilities and services to meet the unique needs of the neighborhood. <br /> <br />.
