<br />Westside Neighborhood Plan policies related to existing neighborhoods <br />· General [all areas] <br />1. Prevent erosion of the neighborhood's residential character. <br />2. Support improving existing housing and reducing the number of substandard <br />units. <br />3. Encourage the concentration of commercial activities within the core of <br />downtown and prevent the conversion of residentially zoned properties to non- <br />residential zoned districts within the Westside Neighborhood. <br />4. Recognize the diversity of uses currently allowed in the residential, commercial, <br />and mixed use zoning districts that exist in the Westside Neighborhood. <br />5. Recognize the important role neighborhood-oriented commercial uses play in <br />meeting the needs of those living and working in the area. <br />· Neighborhood Character and Design [aU areas] <br />1. Identify and encourage preservation of significant cultural resources and unique <br />features of the neighborhood including buildings, sites, structures, objects, street <br />trees, and landscape features. <br />[The implementation elements make clear this includes rehabilitation of older <br />structures and increasing the surface area devoted to landscaping.] <br /> <br />2. Promote landscaping in the public right-of-way that will 1) mitigate the adverse <br />effects of motor vehicle traffic, 2) provide defined entrances to the neighborhood, <br />and 3) foster the distinctiveness of various parts of the neighborhood. <br />· Central Residential Area <br />[Encompasses aU of Chambers Revisited residential area east of Chambers, except <br />north side ofW. 8th Ave. All of the "East Traditional Neighborhood" area that's <br />discussed at length in this report lies within the Central Residential Area.] <br />1. The City shall continue to recognize this area as appropriate for medium-density <br />residential development and shall discourage non-residential uses. This policy <br />applies to all portions of the Central Residential Area, even those properties <br />abutting major arterials such as Chambers Street and West 11th Avenue. <br />2. The City shall encourage actions that will preserve existing residential structures, <br />including rehabilitation, block planning, and shared housing. <br />· Northern Residential Area <br />[The north side ofW. 8th Ave. east of Chambers Street] <br />1. The City shall recognize this area as appropriate for medium density residential <br />uses. <br />2. The City shall promote residential development that will provide a transition <br />between retail and auto-oriented activities on West 7th Avenue and lower~ <br />density residential developments south of West 8th Avenue. <br />4.
