<br /> <br />GMS Policy #9. Mitigate the impacts of new and/or higher density housing, in-fill, and <br />redevelopment on neighborhoods through design standards, open space and housing <br />maintenance programs, and continuing historic preservation and neighborhood planning <br />programs. <br /> <br />The proposed amendments support this policy. The proposed residential development standards are <br />designed to mitigate the impacts of infill housing and new higher density housing on the neighborhood. <br />The development standards include design standards that limit building mass and bulk, setbacks, <br />building orientation, window placement, which takes into account privacy for existing neighbors and <br />provides open space areas that contribute to the cohesiveness of the area. <br /> <br />GMS Policy #10. Encourage the creation of transportation-efficient land use patterns and <br />implementation of nodal development concepts. <br /> <br />The proposed amendment supports this policy. The Chambers Special Area zone boundaries are <br />identified by the Metro Plan for potential creation of a mixed use (nodal) area plan that could implement <br />the concepts of nodal development. The Chambers Special Area zone will allow for a general increase <br />in density above existing levels and encourage compact residential infill, which will support general <br />mixed use (nodal) development concepts. <br /> <br /> <br />COUNCIL OPTIONS <br />The City Council may approve the ordinance (as recommended by the Planning Commission), modify <br />the ordinance or findings before adoption, request additional information before acting, table the <br />decision for an indefinite period, or vote to not approve the ordinance. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br />The City Manager recommends that the council adopt the ordinance as presented. <br /> <br /> <br />SUGGESTED MOTION <br />Move to adopt an ordinance establishing a Chambers Special Area Zone; amending sections 9.0500, <br />9.1030, 9.8030, and 9.8865 of the Eugene Code, 1971; adding sections 9.3050 through 9.3065 to that <br />code; amending the Eugene Zoning Map; adopting a severability clause; and providing an effective date. <br /> <br /> <br />ATTACHMENTS <br /> <br />A.
