<br />Twenty-seven applications were received. Thirteen of the applicants indicated an interest <br />in attending the residential focus group; 8 indicated a preference for the commercial <br />focus group, and 6 indicated an interest in attending both. On February 24, 2005 the <br />Planning Commission approved all 27 applications to serve on the focus group and <br />participate in the workshop. <br /> <br />. Interaction and.additionalmeetings with interested parties. This project generated an <br />unusually high number of e-mail exchanges between neighborhood residents, consultants <br />and city staff. Most of the e-mail dialogue was carried on between City staff and <br />members of Chambers Area Families for Healthy Neighborhoods (CAFHN), an <br />organization of area residents who were very active in this planning process. Staff <br />received approximately 300 e-mails between September and May, many of which <br />requested data, information, or answers to questions. In addition to the scheduled <br />meetings with all interested parties, staff and consultants met with representatives of <br />CAFHN on two occasions to discuss code concepts for the "East Traditional <br />Neighborhood" area that was of greatest interest to CAFHN members. <br />. All materials relating to this project have been posted on the Planning <br />and Development Department Mixed Use Development website <br /> <br />Therefore, the process followed is consistent with Goal 1. <br /> <br />Goal 2 . Land Use Planninfl. To establish a land use planning process and policy <br />framework as a basis for all decisions and actions related to use of land and to assure <br />an adequate factual basis for such decisr'ons and actions. <br /> <br />The record shows that there is an adequate factual base for the actions. <br /> <br />The Goal 2 coordination requirement is met when the City engages in an exchange, or invites <br />such an exchange, bet\.veen the City and any affected governmental unit and when the City uses <br />the information obtained in the exchange to balance the needs of the citizens. To comply with <br />the Goal 2 coordination requirement, the City engaged in an exchange about the subject of this <br />action with all of the affected governmental units [i. e. "those local governments, state and federal <br />agencies and special districts which have programs, land ownerships, or responsibilities within <br />the area included in the plan.'1 Specifically, the City met several times with the Oregon <br />Department of Transportation to insure that transportation-related investigations affecting State <br />Highways within the study area were consistent with the State's needs. Notice of the planning <br />process and proposed amendments have also been provided to School District 4-J; the City of <br />Springfield, Lane Transit District, and Lane County. <br /> <br />There are no Goal 2 Exceptions required for this action. Therefore, the amendments are <br />consistent with Goal 2. <br /> <br />Exhibit A-II <br />
