This is <br />a voluntary database, which would not require anyone's information to be included, but would <br />allow him/her to include it. By having this established in the statewide LEDS system, any law <br />enforcement agency in the state could access the information via the computer---a system <br />which would be much more useful than a local system, since a person needing assistance <br />could be in a community a significant distance from his/her residence. <br />We recommend that the bill be amended so that the age parameters in Section 1(2)(b)(C) <br />and Section 1(3)(c) are changed from ""less than 14 years of age"" to ""less than 18 years of <br />age"" to be consistent with other provisions of Oregon law which treat persons who are less <br />than 18 years of age as minors unless they have been formally emancipated.
