<br />certification through the State of Oregon's OMWESB. The City shall utilize local media and <br />other outreach methods to identify qualified DBEs. <br /> <br />E. DBE Goals. Depending on the source of the federal funds, the City as a <br />recipient of federal funds, may be mandated by federal regulations to encourage DBE <br />participation, to establish the percentage goals for awards to DBEs, or to agree to such <br />goals established by the appropriate federal or state agencies. Overall goals shall be <br />submitted to the appropriate regional federal and state agencies for approval. When <br />required to establish overall and specific contract goals for DBE participation, the City will <br />review the following factors: <br /> <br />(1) Past results of dollar volume percentage of DBE participation in <br />federally funded City contract awards and non-DBE dollar volume/percentage <br />awards; <br /> <br />(2) The projected types and number of contracts projected which will <br />utilize federal funds; <br /> <br />(3) <br /> <br />(4) <br /> <br />(5) <br />projects; <br /> <br />Specific contract specifications of current Federally-funded projects; <br /> <br />The directory of DBEs required by Section D above; <br /> <br />Identified eligible DBEs in geographic areas of current federally-funded <br /> <br />(6) <br /> <br />The project size, duration, and dollar value, taking into consideration: <br /> <br />(a) The nature of the project (type of work and potential scheduling <br />and coordination of work); <br /> <br />(b) Availability of minority and women owned firms that perform <br />subcontractable items of work; <br /> <br />( c) Project location; and <br /> <br />( d) Industry standards in performance of particular types of work. <br /> <br />F. Procedures to Ensure that DBEs have an Equitable OpPOrtunity to Compete <br />for Contracts and Subcontracts. In order to help prepare women and minority owned <br />businesses active in the Eugene regional area to compete effectively for contracts and <br />subcontracts, the City will: <br /> <br />(1) Provide services related to the identification and assistance related to <br />certification of DBEs, intended to increase the total number of certified DBEs <br />participating in federally funded projects; <br /> <br />(2) Coordinate with other agencies to provide workshops and services <br /> <br />Administrative Order - 5 <br />
