~- ~, ~ <br />FINDINGS AND RECGMMENDATIGNS <br />FXHTRTT "f~" <br />SUBJECT: PAVING, STGRM AND SANITARY SEWERS IN TERRY STREET FRDM <br />BARGER DRIVE TO APPROXIMATELY 1600-FEET SGUTH, <br />CONSTRUCTING A HALF STREET ~CGNTRACT 89-28} <br />BACKGROUND: <br />This project was initiated by a petition from the property owner. The property petitioning <br />for the improvements will bear 63.8 percent of the improvement cost. The remaining <br />improvement cost will be borne by the city. The city's share includes costs for city owned <br />frontage and for unassessable storm sewer to property outside the city boundaries. <br />Based an the petition, the City Engineer initiated the project, as provided far in the <br />Eugene Code 7.1648), on June 2, 1989.The property owner was notified of the pending <br />award hearing 10 days prior to the award hearing. The project was authorized for <br />construction by the City Council on August 14, 1989. The IoW bid was submitted by <br />Eugene Sand & Gravel, inc., for an amount of $195,647.3. <br />Upon completion of the project notice of assessments were sent to the affected property <br />owner, as of Monday, April 3I~. 1990 the City has not received any written objections. <br />PROJECT; <br />The project improvements includes 21-foot paving, half street curbs, gutters, storm and <br />sanitary sewers. <br />ASSESSMENT: <br />Under City of Eugene assessment policy, much of the cost is assessed to the abutting <br />property owners.
