No sign permit shall be issued for any sign unless specifi- <br />cal 1 y identified as an allowed sign use under the terms of the appl i cabi a sign <br />district or otherwise allowed a permi t under section 9.1008 or exempted under <br />section 9.1004 of the Eugene sign code. <br />~2} Except as otherwise specified, signs located on property zoned <br />"Mixed use" under sections 9.42fi to 9.482 of the toning ordinance, or "Special <br />Development District" under sections 9.484 to 9.487, shall be subject to the <br />provisions of section 9.1031 Residential Sign District} if the use thereon <br />is primarily characterized as residential, subject to the provisions of sec- <br />ti on 9.1043 ~ Industri al Sign District} i f i ndustri al , and otherwise subject <br />to the provisions of section 9.1035 tGeneral Commercial Sign District}. <br />~3} Property within an area subject to a change in zoning districts <br />shat 1 be governed by the provi si ans of the sign code applicable to the new <br />zoning district upon the effective date of the order amending the zoning map <br />or part of said map. Completed applications for sign permits made before <br />the effective date of the zone change will be considered under the provisions <br />of the Eugene sign code applicable to the zoning district existing at the time <br />the application was completed. Ali signs which are not in compliance with the <br />provisions of the Eugene sign code appl icab1e to the newly established zoning <br />district shall be considered nonconforming signs. <br />~4} Except as otherwise specified, signs located on property sub- <br />ject to anew zoning district created after January 1, 1990 shat 1 be included <br />in and subject to the provisions of section 9.1031 Residential Sign Dis- <br />trict}. <br />9.1031 Si n Code - Residential Si n District. The residential sign dis- <br />trict is hereby created and applied to all land zoned for residen- <br />tial uses as set forth below. Signage is 1 invited to preserve the residential <br />character of the districts by allowing signs only far residential purposes <br />and for non-residential uses such as small businesses and public institutions. <br />~a} Corres ondi n zoni n districts.
