The owner of a bi 11 board who has notified the city of the owner's intent to remove the bi 11 board may submit an application for the construction of a replace- ment bi 11 board. If the proposed replacement bi 11 board i s to be at any 1 acati on within one hal f mi l e of the 1 ocati on of the removed bi 11 board, and i f the appl i cati an is submitted within 30 days of the date of the removal of the bi 11 board, such application shal 1 be given preference over any sign permit application previously submitted but not yet approved which would have an effect on the deter- mi nati on of the application for a reel acement bi 11 board. b. If no such application is submitted by the owner of a billboard tv be removed within 30 days after the bi 11 board i s removed, the city may grant a s i gn permit to any applicant, even i f that permit precludes the repl ace- ment of the billboard. 9.1043 Si n Code -Industrial Si n District.
