ORDINANCE NO. 19111 <br />AN ORDINANCE CONCERNING A DOWNTOWN TENANT MIX PLAN; <br />AMENDING SECTION 2.153 OF THE EUGENE CODE, 1911; <br />AND DECLARING AN EMERGENCY. <br />The City Counci 1 of the City of Eugene finds that : <br />A. The development and revitalization of the downtown business dis- <br />tri ct has been and remains of high priority to the Caunci l . <br />B, In recognition of that importance, many policies and programs appli- <br />cable to the downtown area have been adopted or developed that provide i n- <br />centives for property owners and the business community. <br />C. As an additional incentive, a Downtown Tenant Mix P1 an Plan} <br />should be developed for all or part of the Downtown Development District <br />~DDD} that will strengthen the mix of goods and services, increase customer <br />visits to downtown, and increase the property values in the area. Compliance <br />or compatibility with this Plan should be one of the criteria considered by <br />the City in reviewing and approving grants, loans and other incentives offered <br />to property owners and the business community within the DDD. <br />D. It would be i n the public interest to authorize the City Manager, <br />ar the Manager's designee to approve, adapt, and amend a Downtown Tenant Mix <br />Plan for the downtown level apment district as defined i n Subsection Z .154 43 } <br />of the Eugene Code, 1911. <br />Now, therefore, based upon the above findings, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. Section x.153 of the Eugene Code, 1911, is amended to pro- <br />vide: <br />2.153 Downtown Commission - Downtown Devel o meat District Activities . <br />~ 1 ~ The scope of actions to be undertaken by the commission to <br />Ordinance - 1 <br />
