finance i n the Downtown Development Di stri ct a program of economic promotion, <br />downtown level apment, and public parking which may i nc1 ude the promotion of <br />paratransit, transit, walking and bicycling, include but are not limited to <br />the following: <br />~ a } Prepare and submit i n compliance with city budget proce - <br />dure and schedule, a prel iminary budget for a program of economic <br />promotion, downtown development and the Downtown Development Dis- <br />trict parking program. The budget shall estimate income and expen- <br />ditures for the immediately ensuing fiscal year and be in a format <br />prescribed by the city manager. <br />fib} Submit to the city manager or his/her designee in cam- <br />p1 i once with the city budget schedul e, a wri tten proposal of the <br />rates of ad valorem and busi Hess-and-accupati on taxation that the <br />commission deems necessary to finance the downtown development and <br />parking program during the next year. <br />~ c } All proceeds from ad vat orem and bus i nes s -and-occupation <br />taxes specially levied in the Downtown Development District to <br />finance the promotion, development, and parking program and al 1 <br />other income generated by Downtown Development District funds or <br />programs shat 1 be credited to a separate speci a1 revenue fund. <br />The commission shall have power to expend the fund solely to imple- <br />ment the program within the Downtown Development District. <br />~2} The city manager, or the manager's designee, after consultation <br />with the commission, shall adopt a Downtown Tenant Mix Plan ~P1an} for all <br />or part of the Downtown Development District. When not otherwise inconsistent <br />with provisions of this code, or federal ar state 1 aw, the Plan shall be used <br />as one criteria for approval of grants, loans or other assistance. Changes <br />to the P1 an may be recommended to the manager by the commission. After notice <br />and opportunity far comment, the manager shall consider the recommendation of <br />the commission and may adapt changes ar amendments to the P1 an. <br />Section 2.
