planning goals, local Willamette River Greenway plans shall <br />allow a variety of means for public enjoyment of the river, <br />including public acquisition areas, residential areas, and <br />commercial areas VIII-D-5}. <br />,,Po~y,~,io: Local and State governments shall continue to <br />provide adequate public access to the Willamette River <br />Greenway ~III~-D-5} . <br />In response to Policy d, the draft Glenwood Refinement Plan <br />provides the Willamette River site development guidelines to ensure <br />that new industrial development will be compatible with the river. <br />The mixed use areas address Policy 8 by allowing for a variety <br />of ways to enjoy the river, including possible park sites, medium- <br />densa.ty residential development, and limited commercial uses. <br />The refinement plan provides for a bike-pedestrian corridor <br />along the river's edge in response to Metro Plan Policy 10. <br />Finally, Policy 9 of the Environmental Design Element states <br />that "Refinement plans shall be developed to address compatibility <br />of land uses, safety, crime prevention, and visual impact along <br />arterial and collector streets, within mixed use area . ." ~III- <br />E-4} . <br />The Amendment 2 area encompasses the type ~of mixed-use <br />described in Policy 9 and the refinement plan proposes for using <br />the site review process to address issues of compatibility, safety, <br />and visual impacts of mixed-use development. <br />3. The plan amendment is found to address one or more of the <br />following: <br />i. An error in the publication of the plan; or <br />Z. Circumstances have changed in a substantial manner that <br />was not anticipated in the plan; or <br />3. Incorporation into the plan, following acknowledgment <br />of newly inventoried material which relates to a <br />Statewide Goal; ar <br />4. A change in public policy. <br />The amendments proposed by the draft Glenwood Refinement Plan <br />reflect a change in public policy and are based on a more detailed <br />look at the Glenwood area through the Glenwood Refinement Plan <br />process. The draft Glenwood Refinement Plan has gone through <br />extensive comment and review by the public, the Eugene and Lane <br />County Planning Commissions, and elected officials as evidenced by <br />Exhibit A ~- 6 <br />
