Consistency with applicable Statewide Planning Goals: <br />The fat l owl ng are the applicable Statewide P1 ann i ng Gaal s <br />Goal 1- -Citizen Involvement <br />Goal ~ is intended to ensure that citizens are involved in ail stages of the <br />planning process. Citizens have been involved in all stages of the develop- <br />ment of the refinement plan. The fallowing summarizes the major citizen <br />involvement opportunities in the development of the draft Glenwood Refinement <br />Plan . <br />I. In October I986, the Glenwood Planning Team Phase III, composed of_ <br />area residents, property owners, and business owners, was farmed <br />to develop the second phase of the Glenwood Refinement Plan. all <br />of the proposed amendments are in the Phase ~~ area, <br />2. In November I986, the planning team held a community issues forum <br />to receive input on planning issues in Glenwood. Notice of this <br />meeting was sent to all residents and property owners in Glenwood. <br />Almost 4o,people attended the meeting, and 38 postcard responses <br />were received. <br />3. Notice of all planning team meetings was published in the Eugene_ <br />Re ister-Guard and the S rin field News and sent to a list of <br />interested parties. <br />4. Iri April 1988, the planning team held a meeting in Glenwood to <br />receive comments on the draft plan. A copy of the draft plan, as <br />well as notice of the meeting, was sent to all residents and <br />property owners in Glenwood. <br />5. In May I989, the Eugene and Lane County Planning Commissions held a <br />public hearing on the draft plan. Notice of this meeting was <br />published in The Register.-Guard„ and sent to interested parties. <br />6. In October I989, the Eugene City Council and Lane County Board of <br />Comm~ss~oners held a public hearing on the draft plan. Notice of <br />this meeting was published in The Re ister-Guard and sent to a]1 <br />interested parties. <br />. ... ~ . . <br />Goal 2--Land Use Plannin <br />Gval Z mandates the establishment of a land use planning process and policy <br />framework to be used as a basis for all land use decisions.
