From this <br />information, land use designations and policies were determined. <br />The refinement plan retains the most suitable and 1 ogi cal sites i n Glenwood <br />for light-medium industrial use as directed by the Metro Plan. The refine- <br />ment,plan also recognizes the importance of retention of the existing resi- <br />dent~al uses for low- and moderate-income households. <br />Goal 5--D en S aces Scenic and Historic Areas and Natural Resources <br />Goal 5 is intended "to conserve open space and protect natural and scenic <br />resources." The plan area has extensive frontage along the Willamette River. <br />Guidelines within the refinement plan provide for the conservation of river <br />resources such as riparian vegetation and river views. The plan area also <br />contains two wetland sloughs. Discussion within the refinement p1 an address- <br />es considerations which need to be taken into account when development occurs <br />in these areas. There are no inventoried historic areas within the plan <br />area. <br />Goal 6--Air, Water and Land Resources Qualit <br />Goal 5 is intended to "maintain and improve the quality of the air, water and <br />land resources of the state." The refinement plan addresses this goal by <br />providing for a sanitary sewer system in areas that are currently using <br />on-site sewage disposal systems, Through the site review criteria in the <br />plan, the refinement plan also establishes provisions to buffer industrial <br />land uses from existing residential uses. <br />Goal T--Areas Sub'ect to Natural Disasters and Hazards <br />Goal 7 is intended "to protect life and property from natural disasters and <br />hazards," Portions of the plan area are within the flood hazard area of the <br />Willamette River. The refinement plan addr4s::~s the impacts of flood hazards <br />on proposed and existing development in these areas, <br />Goal B--Recreational Needs <br />Goal 8 directs local governments to satisfy the recreational needs of its <br />citizens and provide for siting of necessary recreational facilities. The <br />refinement plan proposes possible recreational facilities for Glenwood to <br />take advantage of the Willamette River frontage, to provide pedestrian and <br />bicycle access along the river, and to provide for local residential recrea- <br />tional needs. " <br />Goal 9--Economy of the State <br />goal 9 .addresses the need to diversify and impro~~~ }~a .~~~.ri ^±y, type;:.. ~._ ;" e; <br />and location of business and commercial activities. Much of Glenwood is <br />designated for light-medium industrial use which will help to promote this <br />area for industrial expansion.
