Goal 5--D en S aces Scenic and Historic Areas and Natural Resources Goal 5 is intended "to conserve open space and protect natural and scenic resources." The plan area has extensive frontage along the Willamette River. Guidelines within the refinement plan provide for the conservation of river resources such as riparian vegetation and river views. The plan area also contains two wetland sloughs. Discussion within the refinement p1 an address- es considerations which need to be taken into account when development occurs in these areas. There are no inventoried historic areas within the plan area. Goal 6--Air, Water and Land Resources Qualit Goal 5 is intended to "maintain and improve the quality of the air, water and land resources of the state." The refinement plan addresses this goal by providing for a sanitary sewer system in areas that are currently using on-site sewage disposal systems, Through the site review criteria in the plan, the refinement plan also establishes provisions to buffer industrial land uses from existing residential uses. Goal T--Areas Sub'ect to Natural Disasters and Hazards Goal 7 is intended "to protect life and property from natural disasters and hazards," Portions of the plan area are within the flood hazard area of the Willamette River. The refinement plan addr4s::~s the impacts of flood hazards on proposed and existing development in these areas, Goal B--Recreational Needs Goal 8 directs local governments to satisfy the recreational needs of its citizens and provide for siting of necessary recreational facilities. The refinement plan proposes possible recreational facilities for Glenwood to take advantage of the Willamette River frontage, to provide pedestrian and bicycle access along the river, and to provide for local residential recrea- tional needs. Much of Glenwood is designated for light-medium industrial use which will help to promote this area for industrial expansion.
