In response to Policy 6, the Glenwood Refinement Plan provides the Willamette River site development guidelines to ensure that new industrial development will be compatible with the river. The mixed use areas address Policy 8 by allowing for a variety ways to enjoy the river, including possible park sites, medium-density residential level op- ment, and 1~m~ted commercial uses. The refinement plan provides fora bike/pedestrian corridor along the river's edge in response to Metro Plan Policy lo. The Environmental Design Element also provides policies that the refinement plan addresses: Polio 1: In order to promote the greatest possible degree of diversi- ty, abroad variety of commercial, residential, and recreational land uses shall be consistent with other planing policies VIII-E-3}. Policy 2: Natural vegetation, natural water features, and drai nageways shat 1 be protected and retained to the maximum extent practicable, considering the economic, social, environmental, and energy consequenc- es in the design and construction of urban developments and landscaping shall be utilized to enhance those natural features VIII-E-3}. Policy 9: Refinement plans shall be developed to address compatibility of land uses, safety, crime prevention, and visual impact along arteri- al and collector streets, within mixed-use areas... VIII-E-4}. The refinement plan does promote a great degree of diversity of land uses within the mixed-use areas. Policies and guidelines within the refinement plan help protect the natural vegetation along the riverbank and the wetland sloughs in Glenwood. The Franklin Boulevard Commercial-Industrial Strip area encompasses the type of mixed-use described in Policy 9.and the refinement plan proposes using the site review process to address issues of compatibility, safety, and visual impacts of mixed-use development. 3.
