Polk 8: Within the framework of mandatory statewide planning :goals, <br />1 ocai W~ 11 amette River Greenway plans shal i all ow a variety of means <br />for public enjoyment of the river, including public acquisition areas, <br />res~dent~al areas, and commercial areas VIII-D-5}. <br />PoI_'cY I0: Local and State governments shall continue to provide.ade- <br />quate public access to the Willamette River Greenway VIII-D-5}. <br />In response to Policy 6, the Glenwood Refinement Plan provides the Willamette <br />River site development guidelines to ensure that new industrial development <br />will be compatible with the river. <br />The mixed use areas address Policy 8 by allowing for a variety ways to enjoy <br />the river, including possible park sites, medium-density residential level op- <br />ment, and 1~m~ted commercial uses. <br />The refinement plan provides fora bike/pedestrian corridor along the river's <br />edge in response to Metro Plan Policy lo. <br />The Environmental Design Element also provides policies that the refinement <br />plan addresses: <br />Polio 1: In order to promote the greatest possible degree of diversi- <br />ty, abroad variety of commercial, residential, and recreational land <br />uses shall be consistent with other planing policies VIII-E-3}. <br />Policy 2: Natural vegetation, natural water features, and drai nageways <br />shat 1 be protected and retained to the maximum extent practicable, <br />considering the economic, social, environmental, and energy consequenc- <br />es in the design and construction of urban developments and landscaping <br />shall be utilized to enhance those natural features VIII-E-3}. <br />Policy 9: Refinement plans shall be developed to address compatibility <br />of land uses, safety, crime prevention, and visual impact along arteri- <br />al and collector streets, within mixed-use areas... VIII-E-4}. <br />The refinement plan does promote a great degree of diversity of land uses <br />within the mixed-use areas. Policies and guidelines within the refinement <br />plan help protect the natural vegetation along the riverbank and the wetland <br />sloughs in Glenwood. <br />The Franklin Boulevard Commercial-Industrial Strip area encompasses the type <br />of mixed-use described in Policy 9.and the refinement plan proposes using the <br />site review process to address issues of compatibility, safety, and visual <br />impacts of mixed-use development. <br />3. A change in public policy: <br />The Glenwood Refinement P1 an ref ~~ ects a change i n pubs i c policy wh i ch~ i s <br />based an amore detailed look at the Glenwood area through the refinement <br />planning process. The refinement plan has gone through extensive comment <br />and review by the public, the Eugene and lane County planning commissions, <br />and elected officials as evidenced by the information in the goal discussion <br />under Goal I, Citizen Involvement. <br />7 - Exhibit C <br />
