<br />~3} Conflicting„visions. Whenever conflicting provisions ar
<br />requirements occur between the technical codes as adopted by the city, and
<br />other provisions of the Eugene Code, 1971, the mast restrictive shall
<br />govern . Where canfl i cts occur between the technical codes, those provisions
<br />providing the greater safety to life shall govern. In ether conflicts,
<br />where sanitation, 1 i fe safety or fire safety are not i Heal ved, the most res-
