However, said changes shall not became effective <br />until they are published as required in section 5.fi84 of this code. <br />5.681 Snaw Emer enc - Autharit to Close Roads. In addition to the <br />authority already granted the city manager or the manager's desig- <br />nee under section 5.040 of this code to temporarily close any street to <br />vehicular or pedestrian traffic, the city manager or the manager's designee <br />shall have the authority under this provision to temporarily close any street <br />to vehicular or pedestrian traffic when in his or her opinion it is necessary <br />to do so because of a snow emergency. However, such closure shall not be <br />subject to the notice requirements and appeal requirements set forth in sec- <br />tions 5.040 and 5.045 of this code.
