5.652 Snow Emergency _ -_ _Termi nati on of Parking Prohibitions . Whenever <br />the city manager or the manager s designee shall find that same or <br />all of the conditions which gave rise to the parking prohibition in effect <br />pursuant to sections 5.617 to 5.681 of this code no longer exist, he or she <br />may declare the prohibition terminated, in whole or in part, in a manner pre- <br />cribed by section 5.681 of this code, effective immediately upon announcement. <br />5.683 Snow Emer enc - Tem oraril Effective Provisions to Take Precedence <br />Any provision of sections 5.677 to 5.687 of this code which becomes <br />effective by declaration of the city manager or the manager's designee or <br />upon the occurrence of certain weather conditions shall, while temporarily in <br />effect, take precedence over conflicting provisions of law normally in effect, <br />except that it shall not take precedence over provisions of law relating to <br />traffic accidents, emergency travel of authorized emergency vehicles, or emer- <br />gency traffic directions by a police officer. <br />5.684 Snow Emergency - Publ i cat i an of Snow Em,erg,ency ,-Route Maps . Wi th i n <br />30 days of the date of adoption of this section, and beginning in <br />Dctober of every year hereafter, the city manager or the manager's designee <br />shall cause to be published i n a newspaper of general circulation within the <br />city public notice of the snow emergency provisions of this code. Published <br />notice shall include: <br />~a~ A map indicating priority one, priority two, and <br />priority three routes; <br />~b~ A list of the conditions under which a snow emergency <br />will automatically exist; <br />~c} A 1 i st of what stations wi 11 be broadcasting snow <br />emergency declarations and other updates; <br />~d} A statement that parking is not permitted along priority <br />routes; <br />fie} Notice of the city's ability to tow cars parked or <br />stranded in violation of sections 5.677 to 5.687 of this code. <br />5.655 Snow Emer enc -Removal Im oundin and Return of vehicles. Any <br />vehicle left parked or abandoned on a priority one, priority two <br />or priority three route during a snow emergency shall be deemed to consti- <br />tute a hazard or obstruction to motor vehicle traffic using that street and <br />may be removed immediately under the direction of a police officer, parking <br />control officer ar community service specialist and impounded according to <br />the provisions of section 5.695 of this chapter. The provisions of this sec- <br />tion are in addition to Oregon Vehicle Code laws and other provisions of this <br />Code prohibiting parking. <br />5.686 Snow Emer enc -Amendment of Snow Emer enc Route Ma . The city <br />manager or the manager's designee sha11 from time to time review <br />the snow emergency route map and may change the priority of roadways or add <br />new roadways to the pri ari ty system. Such changes sha11 be made as apart <br />of an administrative order and shall be subject to appeal as provided in sec- <br />Ordinance - 3 <br />
